Letter size paper is 8.5 by 11 inches. Legal size paper is 8.5 by 14 inches. They are the same width; legal is three inches longer, and that is the entire difference in the paper itself.
Everything else people argue about — which one courts want, why a copier jams, why a divider does not fit — follows from those three inches.
Legal paper dimensions vs letter size, side by side
Letter size paper measures 8.5 by 11 inches (215.9 by 279.4 mm) and legal size paper measures 8.5 by 14 inches (215.9 by 355.6 mm). Tabzoola die-cuts index tabs on both sizes and the working difference is exactly three inches of length at an identical 8.5-inch width.
US paper sizes are defined in inches; the metric equivalents are conversions rather than separate standards.
One number nobody else publishes, because it only exists once a tab is cut: a side-tabbed divider finishes 0.5 inches wider than its sheet, so a letter divider is 9 inches wide and a legal divider is also 9 inches wide — the extension does not change with length. What does change is the working length the tabs step along, which is the tabbed edge less 1 inch of die margin: 10 inches on letter, 13 on legal. - Legal — 8.5 x 14 in (215.9 x 355.6 mm). Same width, three inches taller.

Same width is the useful part
Because legal and letter share the 8.5-inch width, a legal document fits the same three-ring binder and the same three-hole punch pattern — it simply hangs three inches past the bottom of the binder cover unless the binder is a legal-size one.
That shared width is also why the mistake is so common. A letter-size divider will physically go into a legal binder and look fine on the rings, while every legal page in the binder sticks out past it. The tab still works; the protection the divider is supposed to give the pages does not.
Who still uses legal size
Legal size persists where a document benefits from fewer page breaks: real estate contracts and closing documents, deeds, leases, some loan and title paperwork, and certain county and state court filings.
It is worth checking rather than assuming. Federal appellate rules specify 8.5 by 11 inch paper for briefs, and most federal and state courts have standardized on letter — but individual county courts, recorders and title companies still specify legal, and the local rule is the one that governs.
Outside of law, legal-size sheets turn up in engineering and construction submittals, spreadsheets and schedules that need the extra rows, and older filing systems built around legal-size cabinets and folders.
What changes downstream
The three inches cost more than they look like they should:
- Printing — legal needs its own tray or a manual feed, and a printer set to letter will either crop the bottom or shrink the page. Print at 100 percent, never Fit to Page, or the whole sheet scales down a few percent.
- Scanning and copying — mixed-size stacks are the single most common cause of jams and skewed scans in an office; scan legal separately.
- Storage — legal needs legal folders, legal cabinets and legal binders. A letter cabinet will not close on it.
- Cost — a legal sheet uses about 27 percent more paper than letter, and any converting operation (printing, die-cutting, laminating) prices from the larger sheet.
- Digital — a PDF made from legal pages keeps that page size forever, so the document prints wrong on anyone else's letter-configured printer.
What it means for tab dividers
A divider has to match the paper it protects. A legal-size divider set is built on an 8.5 by 14 body so the sheet ends where the documents end, with the tab standing proud of the 8.5-inch edge exactly as it does on letter.
The practical gain is room. Tabs on a legal set step down a 14-inch binding edge instead of an 11-inch one, so at the same cut each tab is longer — more label space for a real section name, or more positions in one bank before the set has to step into a second.
