First, the honest part

Custom index tabs are not a sole-source product in general. Several manufacturers make them, and a justification arguing that no one else can print a tab divider will not survive review — nor should it.

The justification that does hold is almost always about continuity: an existing set that is already in service across an organisation, where a new set has to match the one already in every binder. That is a genuine constraint, it is verifiable, and it is the version reviewers accept.

When the argument is legitimately available

Matching an existing set. Tabs already deployed across hundreds of binders — classroom emergency plans, chart dividers, protocol manuals — where a replacement run must match the original die, cut, colour sequence and wording exactly. Mixing two suppliers' sets inside one system is the failure the justification prevents.

A saved, proprietary design. Where the artwork, colour assignment and tab sequence were developed with the supplier and are held on file, so a reorder reproduces the original rather than approximating it.

Standardisation already adopted. Where a district, system or agency has formally standardised a divider layout so staff moving between sites meet the same index.

Not available: preference, convenience, a better price, or an existing relationship. Those are reasons to invite a quote, not to avoid competition.

What the form usually asks

Institutions word these differently, but almost every sole- or single-source form asks the same five questions. Requirements commonly begin at a threshold — often $25,000, though it varies by state, district and agency.

1. A description of the goods and the dollar amount. 2. Why competition is not practicable. 3. What makes this supplier uniquely able to meet the need. 4. What alternatives were considered and why they were rejected. 5. How price reasonableness was determined.

Every cut from 1/2 through 1/15 is produced in-house, in paper and in poly, with 19 paper and 11 poly colours.

Orders are made to order against a saved design, so a reorder reproduces the previous run rather than resembling it — which is the fact a continuity justification actually turns on.

Price reasonableness, without a quote cycle

Most sole-source files document price reasonableness with a single vendor quote, which a reviewer cannot test against anything. Published pricing is stronger evidence.

Full per-set price tables by quantity and tab count are on the pricing page, and the same figures compute live in the designer. A buyer can attach the actual table, show the price paid against published rates, and demonstrate that the figure was not negotiated privately. That converts the weakest section of the form into the strongest.

If it goes out to bid instead

That is a normal and often correct outcome. We respond to formal bids and to informal quote requests, and we would rather compete on a fair specification than win on a restrictive one — purchasing departments reject specs written around a single supplier, so a restrictive spec usually costs the buyer time.

Common questions

When does a sole source justification apply to custom index tabs?

What if our institution decides it is not a sole source?
Then it goes out to bid, which is a normal outcome and not a problem. We respond to bids and to informal quote requests, and the specification guidance on this site is written so that a fair, non-restrictive spec can be drafted. A spec that only one supplier can meet is usually rejected by purchasing anyway.
