Alongside the driver file sits a second file that gets less attention and is inspected just as hard — the vehicle maintenance file. Federal rules require a carrier to keep, for each unit it controls, the vehicle's identifying information, the schedule of inspections and maintenance to be performed, and the records of the inspections, repairs and maintenance actually done.

The detail that shapes how these get stored: those records are required to be retained where the vehicle is housed or maintained. That puts the file in the shop or at the terminal rather than in a head-office cabinet, and it is why fleets still build them physically even when the scheduling system is software.

When a driver reports a defect, the paperwork does not end with the report. The repair has to be certified, and the driver's review of the previous report has to be certified as well — a chain an auditor can follow end to end on any file they pull. Compliance reviews typically sample recent DVIRs across a set of vehicles and trace exactly that chain wherever a defect was recorded.

A file that separates the report, the repair certification and the inspection history into their own sections answers that question in seconds. One that keeps them in a single undifferentiated stack answers it slowly, in front of an auditor.

The record types in a vehicle file are not kept for the same length of time. DVIRs and their repair certifications run on a short cycle of a few months. Periodic inspection reports are held far longer, with the current inspection documented on the vehicle itself. General maintenance records run about a year at the location where the vehicle is housed, and longer after the unit leaves the fleet.

Because the clocks differ, purging is a section-by-section job rather than a file-by-file one. A printed index makes that routine: the person clearing files pulls one tab's contents rather than reading every page. Carrier policy commonly holds records longer than the minimum, and the tab structure works the same either way.

Fleets size their tab orders off the tractor count and then come up short, because the file requirement follows the unit, not the driver. A carrier running 100 power units and 250 trailers is building 350 vehicle files, and every one of them needs the same index.

That is comfortably into volume pricing. The minimum is 25 sets and tiers run to 1,000+, so a fleet ordering the whole yard in one run pays materially less per set than one ordering by the terminal. The design is saved, so a unit added mid-year gets a file that matches the other 349.

Files that ride in a cab or live in the maintenance shop hold up best in poly (plastic), which is water-resistant and wipes clean. Mylar-reinforced paper is the economical choice for office and archive sets. Both can be 3-hole punched and printed on one or both sides.
