NFPA 25 and NFPA 72 put inspection, testing and maintenance records squarely on the building owner: maintained on an ongoing basis, retained through the following cycle of the same type, and available to the authority having jurisdiction on request. Some jurisdictions go further and specify the physical form — a marked binder, stored on the premises, for the fire department's review.
Contractors run their inspections in software; what the owner needs is the on-premises record set that satisfies the fire marshal standing in the riser room. The owner holds the bag — and the binder
The compliance responsibility under NFPA 25 belongs to the property owner, not the inspection contractor. Reports arrive from the contractor after every visit; the owner's job is to keep them organized, on premises, and producible — and a missing annual report reads to an AHJ like a missed annual inspection, whatever actually happened.
A tabbed binder makes the owner's obligation mechanical: each report filed behind its system and frequency the day it arrives, each deficiency logged where the follow-up can be shown. Insurance carriers ask for the same records after a loss, when producibility matters most.
